Vietnam, Laos commit to close coordination in using Mekong water resources
PM Nguyen Xuan Phuc and his Lao counterpart Thongloun Sisoulith expressed their determination to continue maintaining and strengthening the faithful relationship and special solidarity between Viet Nam and Laos during their talks in Ha Noi on Sunday.

The two PMs pledged to coordinate closely in deploying the high-level agreements to foster the bilateral political, diplomatic, security, defense, economic, trade and investment ties.

Both sides agreed to direct their ministries, agencies and localities in implementing effectively the 2016 cooperation plan between the two Governments and the bilateral cooperation agreement in the period 2016-2020, and continue promoting the effectiveness of the Inter-governmental Committee for bilateral cooperation.

The two PMs also agreed to fruitfully realize major economic agreements signed in 2015, including the documents on trade, border trade, transport cooperation; create favorable conditions for Vietnamese businesses to invest in Laos; and strive to increase the two-way trade volume by 20% in 2016.

The two leaders vowed to coordinate closely in implementing the Protocol on national defense and security cooperation in the period 2016-2020; build up the shared borderline of stability, peace, friendship, cooperation and development; encourage direct cooperation and mutual support between ministries, agencies and localities.

Both countries agreed to continue improving the quality of human resource training cooperation; organize activities to mark the 55th anniversary of the establishment of the diplomatic ties and the 40th anniversary of the signing of the Friendship and Cooperation Treaty in 2017.

The two PMs also pledged to intensify coordination at regional and international forums, including such mechanisms like the Cambodia-Laos-Viet Nam Development Triangle, Cambodia-Laos-Myanmar-Viet Nam (CLMV), ACMECS, ASEM, and the United Nations.

The Lao side committed to backing Viet Nam as the host of the 7th ACMECS Summit and the 8th CLMV Summit in October this year.

PM Phuc affirmed that Viet Nam will collaborate closely with Laos to fulfill its role as the rotating ASEAN Chair in 2016 while asking for Laos’ close coordination to ensure solidarity and maintain ASEAN’s common position on the East Sea issue in order to contribute to guaranteeing peace, stability, security and safety of navigation and aviation in the East Sea; fully and effectively implementing the Declaration on the Conduct of Parties in the East Sea and working towards early conclusion of a Code of Conduct in the East Sea.

The two sides also agreed to work with other countries and international organizations to manage and use the Mekong water resources in a sustainable and effective manner.

PM Thongloun Sisoulith took the occasion to invite PM Phuc to pay an official visit to Laos. The latter accepted the invitation with pleasure.

After the talks, the two PMs witnessed the signing of a number of agreements between ministries, agencies and localities of the two countries.

This is the first foreign visit of Mr. Thongloun Sisoulith since he was appointed Lao PM./.
