The Government asserted that, the global economic recession still affects all economies, especially developing and underdeveloped ones.
Domestically, over the past time, industrial production has grown insignificantly. Meanwhile, export turnover sharply dropped due to the shrink of foreign markets and the fall in prices.
There are now dangers of inflation because of high increases of credits, State expenses, and the recovery of the world economy.
Job generation and labor export were challenged by the global crisis.
PM Nguyen Tan Dzung and all Cabinet members agreed that, to fulfill the set economic norms, it is necessary to fruitfully realize socio-economic solutions, lift difficulties and promote production, business and export.
“Our norms are proper and solutions have been proved effective. Thus ministries, sectors and localities should enhance their leadership and management to realize the set targets,” emphasized the Government chief.

In industry and construction, procedures on investment, production and business must be further simplified, said the Government leaders, underscoring the need to clear difficulties in site clearance and access to credit sources.
To facilitate agricultural production, PM Dzung urged the guarantee of irrigation, fertilizers, pesticides, and high-quality varieties of crops while providing more preferential loans to farmers for purchasing machinery, materials and consumer goods.
He encouraged relevant agencies and enterprises to expand export markets, enhance export activities, manage import, exploit and develop domestic markets and strictly fight against smuggling and trade frauds.
It is important to accelerate the disbursement of State budgets, governmental bonds, ODA, and investment credits for large-scale projects, FDI ones or those on infrastructure, agricultural and rural development. “While boosting up capital disbursement, we must strictly control the schedule and quality of these projects,” said PM Dzung.
He agreed to continue policies on taxation in favor of enterprises, urging ministries, sectors and localities to save budget expenses, increase budget collection, and prevent loss of revenues.
