High-level Tripartite Conference – Delivering as One: Lessons from Country-led Evaluation and Way Forward
(MPI Portal) – The press briefing on High-level Tripartite Conference on Delivery as One: Lessons from Country-led Evaluation and the Way forward has taken place at the Ministry of Planning and Investment on June 3rd, 2010.

The press was organised under the co-chairmanship of Mr Ho Quang Minh, Director General of Department of Foreign Economic Relations, Ministry of Planning and Investment, and Mr John Hendra, UN resident Co-ordinator in Vietnam, with the participation of international and local news agencies.

Mr John Hendra, UN resident Co-ordinator in Vietnam emphasized four strong viewpoints on the One UN Initiative as follows:
+ Agree on one efficient plan on human resource development;
+ Harmonise national practices to reach considerable results and progress;
+ Converge all flows of assistance to a whole in order to create a unique mechanism of assuring funding from different sources;
+ Implement reforms to help Vietnam achieve better results and efficiency.
The Conference is to be held with the following objectives: Share findings and conclusions from the Country-led Evaluations (CLEs) of pilot country experiences; Set out an agenda for further actions required to enhance, deepen and expand the Delivering as One (DaO) approach for those countries which are adopting it on a voluntary basis; Communicate more broadly progress and critical issues of the DaO Initiative to concerned parties, so as to mobilize support of programme and donor countries as well as the UN system in view to strengthen reforms; Based on the CLEs, inform the independent evaluation of DaO scheduled to take place in 2010-2011 as well as the forthcoming intergovernmental process concerning system-wide coherence in general and operational activities for development of the UN system in particular of the lessons learned from the DaO experiences.
In January 2006 the “One UN Initiative” already made an early start in Vietnam, leading to the Government of Vietnam to propose Vietnam to be one of the eight countries to pilot the “Delivering as One” Initiative in an official letter sent to the UN General Secretary in November 2006. This was confirmed in January 2007, by the president of UN Development Group under the name of the “One UN Initiative” for Vietnam.
Under the strong tripartite working mechanism between the Government, UN and Donors, the objectives and agenda of the “One UN Initiative” have been implemented leading to tangible results. During the past three years, Vietnam has actively worked together with the other seven pilot countries in the implementation of the DaO approach under the flag of the “One UN Initiative” in Vietnam. With the strong commitment from the UN Resident Coordinator in Vietnam and the donor community, at the international conference held in Kigali, Rwanda in October 2009, it was announced for Vietnam to host the high-level tripartite conference in Hanoi in 2010, in close cooperation with the UN. In consultation with pilot countries, donors, and the UN system, it has been decided to organise this Conference on 14-16 June 2010.
Coming to the Conference are 260 participants from 08 pilot countries, 10 countries volunteering adopting or interested in the DaO approach, 18 donor countries and representatives from the UN, international organisations and diplomatic missions in Vietnam/.
