Ảnh: Đức Trung (MPI)(MPI Portal) - On June 19th, Minister of Planning and Investment Bui Quang Vinh had a meeting with Mr. Mutsuya Mori, Representative of the Japan International Cooperation Agency (JICA) in Vietnam on the occasion of his new assigned mission in Vietnam.
At the meeting, Minister Bui Quang Vinh congratulated Mr. Mutsuya Mori for his new mission in Vietnam and hoped he would fulfill his duties. Minister Bui Quang Vinh appreciated the cooperation relation between Vietnam and Japan in general and with JICA in particular, and highlighted the important achievements achieved by the two countries.
Given the problems caused by the impact of the global and regional economic crisis, Vietnamese Government is focusing on innovation of several areas such as institutions, infrastructure, human resources and administrative procedures in order to create more competitive and attractive environment than other countries in the region. Besides, Vietnamese Government is consistently restructuring the economy towards improving the competitiveness of the economy. During that process, Vietnam needs the support from partner countries, international organizations, including Japan with direct role of JICA.
Before taking the mission as Chief Representative of JICA in Vietnam, Mr. Mutsuya had been the Representative of Japanese Bank of International Cooperation (JBIC) in Vietnam for the period of 2007-2008. This is also an advantage when he continued to receive new task in Vietnam. Emphasizing Vietnam as an important strategic partner of Japan, Mr.Mutsuya Mori hoped to contribute to the development of Vietnam in his new mission in Vietnam.
The meeting’s content focused on the form of public-private partnership (PPP) in Vietnam which is concerned by the two Governments.
As for this issue, Minister Bui Quang Vinh said, one of the reforms in the public investment in Vietnam is to gradually reduce proportion of state investment in infrastructure, enhance opportunities, and attract resources from the private sector. Vietnam is conducting the amendment, supplement draft of 2 legal documents as Decree 108/2009/ND-CP on investment in the form of Build - Operate - Transfer, Build - Transfer - Operate, Build - Transfer and Decision 71/2010/QD-TTg promulgating Regulation of pilot investment in the form of PPP in order to create a legal framework for a convenient and more effective investmental environment. Besides, Vietnam has made the list of key national projects to 2020 on infrastructure and vision toward 2030.
Minister Bui Quang Vinh raised the issues needed supports from the Japanese side to develop PPP model in Vietnam such as ODA loan with preferential interest rate; opportunities for the private enterprises which participate in PPP to borrow loans, and establishment of preparation and implementation funds for PPP projects.
At the end of the meeting, Minister Bui Quang Vinh wished to continuosly receive support from Japanese Government in general and JICA in particular and confirmed the efficient use of preferential resources./.
