Signing ceremony of exchange of notes concerning Japanese ODA loan worth 25 billion Yen in financial year 2013

(MPI Portal) – This ODA loan will support Vietnam to develop many programs, projects on responding to climate change, contributing to sustainable development and improving competitiveness of economy.

In the afternoon on March 5th, Minister of Planning and Investment Bui Quang Vinh and Japanese Ambassador in Vietnam Hiroshi Fukada on behalf of the two countries’ Government signed the exchange of Notes concerning Japanese ODA loan to Vietnam in financial year 2013 worth 25 billion Yen to continue to support Vietnam Government to develop socio - economic infrastructure, creating favorable conditions for Vietnam to strengthen attracting foreign investment and integrating international economy.

Speaking at the ceremony, Minister Bui Quang Vinh confirmed that Japan is the biggest bilateral ODA donor to Vietnam in the recent years, Japan Government’s ODA had contributed positively to the socio – economic development in Vietnam, especially in infrastructure development, poverty alleviation, environmental protection.

ODA loan for FY 2013 was provided to help Vietnam Government to deploy 2 programs, including: 10 billion Yen for supporting program to respond to climate change (SP-RCC) in the 4th phase and 15 billion Yen for program of supporting economic management and improving competitive capacity (EMCC 2).

The signed Notes regulates the framework conditions for supplying and using ODA loan for the 2 programs. On that basis, on March 6th 2014, the leaders of Vietnam Minister of Finance and representative of Japan International Cooperation Agency (JICA) are going to sign 2 specific loan agreements for these 2 programs as well.

The Minister believed that the 2 programs would contribute greatly for comprehensive socio – economic development in Vietnam in the coming years. The Minister appreciated the loan which Japan intended for Vietnam and committed to use the loan in the most transparent and effective way.

The Ambassador Hiroshi Fukada said that the continued aid of Japan to Vietnam to deploy key projects and programs of socio – economic infrastructure development and responding to climate change demonstrated special attention to strategic partnership between the two countries, as well as belief in project management capacity and strong growth potential of Vietnam country and people./.

Since resumption of ODA to Vietnam in 1992, Japan has always been the greatest donor to Vietnam with total committed capital up to about 2,100 billion Yen.

Japanese ODA loan projects have been contributing importantly to socio – economic development and industrialization in Vietnam. Mark of Vietnam – Japan’s friendship is showed in the ODA projects all over the country. There are many successful projects in use, such as power plants namely Pha Lai, Phu My, Ham Thuan – Da Mi; the Highways namely No.5, No.10, No.18; Bai Chay bridge, Can Tho bridge, Thanh Tri bridge, Hai Phong seaport, Binh bridge, international terminal at Tan Son Nhat airport …
