(MPI Portal) - In the framework of the Joint Coordination Committee Meeting on Cambodia-Laos-Vietnam (CLV) Development Triangle Area, on December 06th 2012, in Kon Tum, the Ministry of Planning and Investment organized the 6th Economic Sub-Committee Meeting on CLV Development Triangle Area. Mr. Tran Nhat Thanh, General Director in charge of Laos and Cambodia cooperation, Ministry of Planning and Investment, Head of the Vietnamese Economic Sub-Committee chaired the Meeting.

The reports represented in the Meeting include: the evaluation of the implementation of the Agreement of the Economic Sub-committee at the 5th Economic Sub-Committee Meeting held in Attapeu, Laos and directions of cooperation in the future; the evaluation of the performance of the Master plan of Socio-economic Development of the CLV Development Triangle Area by the representative of the Development Strategy Institute, Ministry of Planning and Investment; the evaluation of the results from the 7th Investment, Trade and Tourism Promotion Conference held on December 05th 2011.
Some new proposals discussed in this meeting were related to reviewing bilateral agreements, regional agreements and the existing MoUs; constructing and submiting the Agreement on trade promotion and facilitation between Cambodia, Laos and Vietnam for Development Triangle Area to leaders of the three countries. This agreement is expected to be signed at the 8th CLV Summit.
A number of specific issues discussed and agreed by the Economic Sub-Committee of the three countries are as followed:
- To facilitate the transit of goods and travelers across the Development Triangle Area, propose the Joint Coordination Committee to assign relevant authorities to discuss the exchange possibility of transport rights between the three countries in the Development Triangle Area and send a joint mision of the three countries to study the model of the pair of border gates at Lao Bao - Denxavan to apply to the pairs of border gates at Trapeang (Cambodia) - Nong Nok Khiane (Laos) and Trapeang SRE (Cambodia) - Hoa Lu (Vietnam);
- To construct the Convention (Agreement) on specially incentive Mechanism for the Development Triangle Area on the basis of the Memorandum of specially preferential policies for the Development Triangle Area (revision);
- To propose Initiative of hosting a Conference on Development Triangle Area with donors (Japan, South Korea, the World Bank, the Asian Development Bank) in 2013.
In the morning of December 06th 2012, beside the Economic Sub-Committee Meeting, the other sub-committee meetings were also held separately, including the 6th Security Sub-Committee Meeting, the 4th Environment and Society Sub-Committee Meeting, the 5th Local Coordination Sub-Committee Meeting.
On the same day, Senior Officials Meeting (SOM) of the three countries will be held to adopt the Reports of the concerned Meetings, the Report of the 7th Investment, Trade and Tourism Promotion Conference, the Report from Trade and Tourism Fair, Youth Forum of Development Triangle Area.
On the morning December 07th 2012, the 8th Joint Coordination Committee Meeting on CLV Development Triangle will officially open with the chair of the Minister of Planning and Investment of Vietnam Bui Quang Vinh . /.
