Leaders agree to upgrade VN-RoK relationship
Concluding their talks today in Seoul, PM Nguyen Tan Dung and his Korean counterpart Han Seung Soo agreed that the current relationship between the two countries should be developed into a “strategic cooperative partnership.”

The two PMs were pleased at the vigorous development of the bilateral relations in all fields on the basis of mutual trust since the two countries established diplomatic ties in 1992.
They agreed that the current "comprehensive partnership in the 21st century” should be upgraded to a “strategic cooperative partnership for prosperity in each country and for peace and stability in the region."

The host and the guest reached consensus to expand the cooperation between the two countries in various fields.
Economically, the two countries will deepen cooperation in trade, investment, development assistance, labor, tourism. Korean investors are encouraged to engage in industries, energy, infrastructure, transport, construction and urban planning.
Vietnam and the RoK vowed to accelerate cooperation in technology transfer, environment protection, climate change, pandemic prevention, culture and education.
The two sides also pledged to continue protecting legitimate interests of their citizens residing in either country.

The two PMs agreed to enhance coordination on regional and international forums, especially within ASEAN+3, APEC, and the UN.

After the talks, PM Dung and PM Han witnessed the signing of a revised framework agreement on non-refundable aid, an agreement on the transfer of convicts, a treaty on cooperation between the Vietnamese Office of Government and the Korean Public Administrative and Security in building Vietnam’s Government Information Data Center; an agreement on food safety, and an agreement between the Vietnamese Ministry of Labor, War Invalids and Social Affairs and the Korean Ministry of Employment.
On the same day, PM Dung sent a letter of consolation to Ms. Kwon Yang Sook, spouse of former President Roh Moo-Hyun. In the letter, the Vietnamese PM highly appreciated the late President’s sentiments to Vietnam and his contributions to the friendship and comprehensive cooperation between the two countries.
