Delivering the opening address, Vietnamese Deputy PM Pham Gia Khiem emphasized that the event proves the flourishing friendly and cooperative relationship betweenVietnam and Cambodia.
He acknowledged initial results of the cooperation among border localities of the two countries in all fields.
Leaders of the border provinces, ministries and sectors of the two sides should analyze difficulties and advantages, outline orientations and measures to make the bilateral cooperation more effective, so as to improve people’s living standards, promote socio-economic development, and maintain border security, stated the Deputy PM.

Cambodian Deputy PM Sar Kheng addressed the conference

Co-chairing the conference, Cambodian Deputy PM Sar Kheng highly spoke of the Vietnam–Cambodia traditional relationship and Vietnam’s assistance to his country.
He said that leaders of the two countries have always paid attention to investment, trade and infrastructure development in border areas.
The Cambodian Deputy PM informed that, in 2008, border trade turnover exceeded US $1 billion, significantly contributing to economic development in the border areas.

Over the past time, border provinces of Vietnam and Cambodia have proactively engaged in building and upgrading transport routes, border markets, and other facilities.
Vietnam has helped Cambodia survey some hydropower projects, build medium and low-voltage power systems, and explore minerals.
The two countries are working closer in the fields of agriculture, education and healthcare, with increasing numbers of projects on planting rubber, supplying crop varieties and animal breeding, providing medical examination and treatment to people, and training teachers and medical practitioners./.
