VGP – The Government yesterday issued a Resolution defining major solutions to lessen negative impacts on domestic business and production due to the global financial crisis and economic recession.
The resolution sets the major norm of 6.5% economic growth in 2009.
To boost up domestic production, business and export, the Government introduced 11 specific assignments to be realized by all ministries, sectors and localities. Accordingly, the Government’s action program on agriculture, peasants and rural areas must be drastically implemented through specific projects and plans.
The Government will give money, crop varieties and breeding animals to farmers in the natural calamity and epidemic-hit areas so that they can recover production.
The Ministry of Industry and Trade was asked to outline policies to encourage domestic industrial production as well as a plan to boost export and narrow the trade gap in the period of 2009-10.
Airports in the provinces with national-level tourist sites will be upgraded. Furthermore, tourists from potential markets will be exempted from entry visa.
Concerning the goal of investment stimulation, the Government allows State budget-using projects keep disbursing their 2008 remaining capital until June 2009.
About VND 1,500 billion from the governmental bonds will be allocated to upgrade irrigation systems and dykes in the Red River Delta.
To rouse consumption, a plan on developing the distribution network of essential goods will be mapped out and submitted to the PM soon.
Meanwhile, domestic enterprises are encouraged to launch sales-off during the upcoming traditional Lunar New Year.
Small and medium enterprises will receive some tax reductions or reimbursements.
The grace period will be extended for some industries (shipbuilding, mechanical manufacture) and input materials for the production of exports.
Social security will be ensured by providing natural disaster-ravaged victims with food, costs of house repair, and epidemic prevention. In additionally, the poor, low-income and disadvantageous people will be given assistance and social insurance.
